I am suggestion you intall or creat a CSS editor in phpbb 3.2 or 4. What are your thoughts?

Have you actually looked in the Styles tab in the ACP of 3.0.x? There is already a CSS editor there.

not a big need personally since you can use Firefox and firebug to make changes and once you settle on one its easy enough to add the changes to the tweak.css file. The only purpose of an editor would be for minor changes since anyone involved with something more advanced would naturally prefer using an external editor.

Besides this would rely on editing a DB stored version of the style which should and will no doubt be removed in 4.0
