You need to know a few things in order to take over a website/forum.

Forum admin login & password
website login & password (access to the server it's hosted on for database access etc.)

did the old "owner" provide you with that information?

You probably have access to the site where your domain is hosted. But your forum is hosted by a free forum host. As you do not have access to those files, you should seek assistance from the host, http://www.ourforumspot.com

If you have your own domain and host, you may want to consider hosting your own forum instead of going through that provider. You never know if those will exist tomorrow. We can assist you with this if you'd like, but for help with the existing forum there isn't anything we can do.
