It could be Invision or PunBB but Its powered by PHPBB.

I have full admin - I am the creator of the forum, can access administration panel and when I look at special users I am the only one under admin.

No. They are a "free forum host". They are using a modified/crippled version of phpBB3, and do not give you direct access to the files.
Also, that style you are using has removed the phpBB copyright from the footer, which disqualifies you from ANY support from us.
