How to edit register message...

if you go to this link on my forum http://moddedhonda.com/viewtopic.php?f=1&t=8 you will notice it says, "The board requires you to be registered and logged in to view this forum."

How the HELL do i change that message? or Edit it? i have been looking forever. i think it might be referring to POLL_QUESTION or something? but i have no idea how to edit it.

PLEASE HELP!
