I don't think I'm understanding the problem. The "to" field belongs to a user who is not registered at your board? If you're using the memberlist search, I don't believe it includes users whose accounts have not been activated.

The "to" field was a user that was deactivated for breeching forum rules. The email address does not show on the db according to my hosts or my own searches but it was the email address used by the deactivated member.(The email that bounced back should only have gone to admin as it was an activation notification)How did it get this deactivated members email address?All of our admin emails have been checked on our profiles and show as they should.Even the "Welcome" email to new users is bouncing back to the main admin email address.

How can I report a security incident in confidence please?

If you find a potential security related vulnerability in phpBB please DO NOT post it to the bug tracker, public forums, etc.! Doing so may allow unscrupulous users to take advantage of it before we have time to put a fix in place. All security related bugs should be sent to our security tracker:
