Erm, there is an official way. It's called Congress. It is the system of Checks and Balances. Now, while some will say that it isn't effective enough, it is indeed a start.

No, they didn't (read H. J. RES. 114). The president doesn't need a "declaration of war" to wage war in foreign territory (read the War Powers Act).

Declaring war is a lot more difficult than that. Have you noticed some of the US Presidents after they got out of office (no doubt other Presidents/Parliament members/whichever for said country)? Some of them go in 50 years old, and come out looking like they are 70, only after 4 years. It puts a lot of pressure on them. Imagine what Congress members have to go through when deciding on whether or not to declare war.

I knew I took those Government classes for a reason ... ;)
