The font face used for phpBB3 is not a pixel-based font, and gets rather "edgy" or rather "rough" when the size tag "smalls" the font down. (Check my signature) We should have a font-face BBCode tag that could correct this.
this topic (phpBB.com) has what it SHOULD look like, notice the difference in smoothness.

That'll also happen if you're using IE7, but not if you're using FiFox / Opera on a PC.

It is really not a good practice to use pixel / static width fonts in web design. If you think the font is too small, you have the choice to just enlarge it inside your browser (ctrl and + or ctrl + scrollwheel).

that's how it looks for me too. looks perfectly acceptable.
For reference, in sys prefs my font smoothing is on medium, and it's disabled for font sizes 8 and smaller. so, take that for what you will.

I don't have system-wide smoothing in the first place methinks. If you can direct me to the option in a default install of WinXP, that'd be great.

Might be this: desktop > properties > look/appearance (don't know in English) > effects > cleartype
I have cleartype turned off and see your signature quite bad; if I turn it on it's better (but then everything else is worse
