It's called "Warn", listen to what I think, not what I say. ;) :P
You would click Moderator Control Panel > Ban.
If you wanted to ban a user.
There is no one link from a topic that actually "bans" a user... it's two clicks away instead of one. :P

There is no Ban button there... there are only those 4.
If you warn the user enough times, (to what you have it set in the ACP) it does ban them.

Hmm... not only is there no ban button... but this feature I speak of is a fig newton of my imagination... I thought I had seen it before and set it, but I just looked and I'm not able to find it.

IIRC, this is one of the features that was intended to be implemented but was pushed to 3.2.

Or I could need a memory replacement myself. :)
You can never go home again... but I guess you can shop there.
