I was wondering if phpbb had the ability to color a person's name by rank. For instance, if my rank was new member, I would my name would be red. I know you can do that by group, but can you do it by rank?

Maybe, but nobody is sure if someone decides to make that MOD at some time. MODs are, after all, MODs!
You do not have a warranty or guarantee that they will exist or that they will fit the purpose they have been designed and coded for.cheers
