erm, inactive users are shown on the admin index, straight from when you login as admin..
However there is no feature to find out if the user is active and just doesnt visit the forum, because who decides whats active? There are some forums that I visit every year or so, does that mean i am active or not?
You can prune users depending on last active dates. When you prune them, you have the option to either delete or deactivate them. You can view inactive users.

Here you can delete (or deactivate) users from you board. This can be done in a variety of ways; by post count, last activity, etc. Each of these criteria can be combined, i.e. you can prune users last active before 2002-01-01 with fewer than 10 posts. Alternatively you can enter a list of users directly into the text box, any criteria entered will be ignored. Take care with this facility! Once a user is deleted there is no way back.
That explains it better than I can.
Question to the devs (or someone else in the know), how does "Prune Users" fit under "User Security"?

What is the result of making a user 'inactive' ? What does 'inactive' mean ? e.g., Do inactive users get bulk email ? Can they post, assuming permissions granted ? etc.
