That's what we have language files for. No need for redundant editing options
As to having the language file editable in the admin panel, I personally think it's not worth it. I edit my language file only very rarely...

Remember everyone this is _not_ a forum for requests ... it's a forum for discussion of features as they are added to phpBB2.

yes, yes, it's not a forum for requests, but this sorta goes in with the UCP "main page" area..
what about if users could write little memos to themselves to remind them to do things? that would take up some space

No, this is _not_ a requests forum, no exceptions ... if you have an idea for a feature and you wish to request it please place it in our feature request tracker at sourceforge.

Would you be able to expand it and make it all separated, maybe have a full page for the sig editor, if it was made like posting something (the layout and have bbcodes etc) then it would be nice and user friendly.

To quickly answer your question ... yes, there will be a better system for entering your signature, including preview.
