There should be a button saying "Verify Solution". But maybe this is a permission issue. The permission to verify tickets used to be limited to QA Team users, but as far as I remember we then decided to give it to everyone because only a few users verify tickets anyway. Not sure whether this has been changed already.

Edit: Permissions have been adjusted now.

Still not seeing it but it now seems, and maybe it was there all along, that I can delete issue links.

Checkout the "Links" the ticket you linked to has. It says that it caused http://tracker.phpbb.com/browse/PHPBB3-11720 which has fix version 3.0.12-RC2. So, this is a regression that will be addressed by 3.0.12-RC2 (or 3.0.12). It is actually already fixed in the repository. Good catch, anyway. :-)

So one of the links needs to be validated and this ticket ignored or validated as fixed?

I guess you can validate http://tracker.phpbb.com/browse/PHPBB3-11566 by testing whether the captcha shows for guests and http://tracker.phpbb.com/browse/PHPBB3-11720 by checking whether the report page works again for logged-in users in 3.0.12-RC2 (or 3.0.12, depending on whether we have an RC2) or the repository.
