not in any official released package though. not in the root. are we rounding in circles?

It's in the package. Your package manager or file explorer might be hiding it.

The .htaccess file in the forum root has always been there.
The web.config file in the forum root is getting added in 3.0.8.

They both serve the same purpose, but for different web servers (Apache and IIS respectively).
