Is there any way, administrator can preset every user's
UCP -> Board Preferences -> Edit Display Options? (Among remaining options in UCP)

Btw, above three lines are being displayed twice under UCP.. probably a bug?

There is no way to manage these settings for users, or even to override them after users have changed them. Please also note, that the first section is about these settings for topics in a forum, the second section is for posts in a topic, so certainly not a bug, rather an expression for flexibility in phpBB 3.0.

The only way is to change them in the db (phpbb_users table).
Also, i'm not sure whether changing the default values for those columns would make all new users have those settings.
Of course, users would still be able to change their settings afterwards... unless you remove those options from the template.
