They're probably converting phpbb.com to 3.0.0 and making sure everything works before the countdown expires.

I suppose that is already done - There has been a few quick updates where the site has been offline the last few days - only a few minutes per time. But I think there are tons of stuff to change on the site because this "unstable => stable" thingy taking place in one hour.
