I just got a mass email. Apparently some guy though it would be good to send out a Mass email advertising his dog site to all 100 or so members of the Live Admin Panel Demo.

I received it too and I banned him, by nickname, IP and e-mail.

If it is an admin panel demo - it would be editable by who ever gets in - so would be pointless.
The only way would be to stop all emails from the system.

No. Of course disabling the ACP module would be pointless, but you could just set "can alter admin permission" and "can send mass emails" to No. Don't forget that all registered users are admins, but not founders.
