2.0 development the devs were more motivated due to the nicer community, and there was less to do. phpBB3.0 is a complete rewrite with heaps of new features. From a purely paper perspective, 3.0 was going to take much longer anyway. Unfortunately life stepped in and it's taken even longer than that.
2.0 development probably took a year or so. Maybe a few months more than a year. But what would happen was when Paul implemented a new feature, people would thank him. Whats happened this time is they have flammed him for not doing it right (not all the time). As we all know, what is right can be subjective.
A little bit of positive encouragement goes a long way.

I imagine a nice community sped it up a bit too, even if you didn't realize it. It must stink, you guys are creating phpBB3, the biggest release yet, and all you're getting for it is a, "Hurry it up." type of thing. That must take a decent chunk out of the "morale".
Although, you do have to admit, the release is something I'm waiting for. Everybody is.
