My suggestion: use TortoiseCVS. I've tried to get WinCVS to work for 3 days, then kicked it off the machine. I grabbed TortoiseCVS and hat it working in 5 minutes :)

or, use cygwin and command-line cvs.

Looks like you don't have the actual CVS executables installed (since WinCVS complains it can't find the executable). For the latest WinCVS versions, you need to install CVSNT. The installer should do that automatically, though.
