If you follow any of those in the link you posted, it's exactly what you're looking for. Even the phpBB dev team could not produce a portal that would satisfy everyone. A BB, sure, put portals have different needs for different people.
My suggestion to you; take up PHP and code yourself your dream portal instead of looking for other people to re-do a job specific for your site. It's what I did.

phpbb Fetch All should be included in that portal list...it's in the mod database. It even comes with a premade portal page.

phpBB plus 2 is updated as phpBB is, so thats not really an excuse is it? The only possible problem you'll experience with something like a portal for phpBB is getting any template other than subSilver to work with them. I don't think the devs said anything about developing an official PhpBB portal. As far as I know, they're gonna develop Olympus, perhaps make a security review of the code at some point, finish it and then get back to have a closer look at 2.0.X.

personally, I don't see the point in bloating a forum software with such features ... I mean after all you really need to use the right tools for the right purpose ...
