It will be a standard feature in phpbb 3.0.0
a similar friend/foe list is integrated in Ptirhiik_ PCP MOD for 2.0.x series .

It's for PM. You can add friends/foes to accept/decline PM messages. For example, if you set someone as a foe, you won't be able to recieve a PM from that person.

It isn't only for PM's. A foes post will be hidden an any board, a foe won't be able to sen any pm's to you, you can see if your friends are on the board (in the ucp).
