phpBB 2.2 is not availible for download yet.
phpBB 2.1.2 is availible for download at http://area51.phpbb.com/cvs/" target="_blank But do note that this is the pre-alpha version for the upcoming phpBB 2.2 and it's only meant for viewing new features, it's for giving you a preview of what the new features are coming to phpBB 2.2 and to give you a look how current development is going. So I urge you not to use it in a live envoirment and also note that there is NO SUPPORT for phpBB 2.1.2

There are so many problems with these snapshots 
sometimes I need to download 2 or 3 snapshots at the same time because it doesn't work
I think that it will work in 2.2...
and: please!!! make smilies more beautiful (like in phpBB Plus! 1.5x)

Its something that can be easily added as a mod though so it wont be included for bloat reasons.

It wouldn't even be a mod. Adding emoticons is supported even in 2.x.
