It was an experiment in allowing some users (designated by permissions) to mark a post either good or bad, with the results affecting a score for a particular user. Enough good or bad points for a user would affect how their posts were displayed -- those with good karma scores would be more difficult to bury with negative scores, and those with bad karma would have their posts begin as invisible to default view settings.
Unfortunately, this resulted in people either being nearly impossible to knock down or to recover from steep karma scores in either direction, and hence the code was removed. It may reappear later on, if a better balance can be found.

Yes probaly so, the only thing that SHOULD be there is a button to fully disable the karma system in case of someone really abusing it, I mean if someone annoys and spams really bad you will have moderators to solve that

Based on comments I've read (just interpreting, I can {and have before, many times} be wrong) it looks as though there isn't a plan to interpret karma at all into an official release. Not because its difficult to code but because the exact formula for how karma should be generated varies so much based on the board's community and the situations involved. psoTFX also said something about performance issues, which I would assume could be overcome with enough work but the overall gist I got in other threads was that it simply wasn't worth the work.
However, every scrap of knowledge I have is hearsay - I don't have the time/patience to mess with the CVS so I'm living vicariously through other peoples' CVS experiences. To date I have only seen psoTFX's comments on the subject and haven't seen anyone posting anything to the tune of there is karma stuffs in the CVS code so I would *ASSUME* (but we all know what that means...) that there isn't karma and that there won't be karma (without mods, of course).
It wouldn't surprise me if there were (likely several, for different situations) "approved" mods dealing with karma soon after release though because it does seem to be a desirable addition.
Oh, and I should probably ask if it's done yet and when it's going to be done, seems to be the rule around here... And if someone could help me with my install that would be peachy keen too

I know many of my site's users personally, and if I introduced a karma option, everyone would give each other low ratings just out of spite.
We migrated from another community which at one stage had a similar feature, and that's the kind of thing that happened there all the time. On that site, though, the rating system was only used to display stars under a user's name, and only if their rating was 4 or 5. When that community was upgraded to a later version of their hopeless software, this option was safely removed.
Having looked at the CVS code for phpBB 2.1, the karma code was ripped out some months ago.
