There is ongoing work on making the admin control panel more accessible. I'm still waiting to see which method of ACP page generation is going to be used (although to be fair I'm looking at it from a code point of view)
The current method in the ACP is broadly speaking the same as 2.0.x and from a coding point of view is nice, but you have little control over the ordering of menu items.
Going down the route of the UCP and MCP (as a recent check-in indicates to me is being considered) would in some ways give more control on the ordering of the menus (since you could change it in the database) but is in other ways more restrictive on areas as well.
On the UI front, I've worked most of the relevant stuff out simply by playing with it, but I agree that documentation will be required.
I've actually produced my own API docs on some aspects which I will be using (and will probably release them if no one else does), but they wouldn't be much use to the end user

at first i found the forum permissions page a nightmare and setting permissions somewhere didnt change it elsewhere but then I got the hang of it and realised how powerful it was
