No, feature requests aren't allowed there, or anywhere on this site, as written on the forum descriptions.

you need to register at sourceforge, then go to tracker and you'll see submit link.

"Bumping a topic" means that you click a button and it brings your topic to the top of the forum, it's similar to just replying to a topic, but you don't have to reply to bring it to the top.

** sees potential for considerable abuse with a bump feature for general phpBB users; "Stickies" and "Announcements" for Mods and Admins are better to serve this purpose for Mods and Admins IMO **
