Karma is for rating a users posts good or bad. 
Red = Bad
Green = Good
In the UCP, you can choose what karma and above posts you see.

Bump topic allows you put the topic at the top of the forum. It's basically like posting a message to make the topic appear at the topic, but without having to post a message. s
