That's the easiest solution ... note you may also need to alter the database structure or content. This is why we do not recommend those unfamiliar with their DB server and/or PHP use CVS/snapshots. Unless you are prepared to start from scratch each time.

It can vary ... you really need to either follow the CVS checkin list or track the changes yourself by diffing the schema/data files. If you're not comfortable with that I would highly recommend you wait till we start the beta cycle.

The "checklist" is currently closed, as is the feature request tracker. All of that stuff is classified information, to keep other message board groups from stealing the phpBB group's and their users' ideas.
Just try to look at whats done here and in CVS snapshots. What is exactly planned only the developers know.

This is what I do (MySQL):
Backup the old CVS database.
Remove the old database.
Install the new CVS with the same DB prefix.
Remove the new database.
Upload the old database.
Goto admin panel and look over everything and always press update (especially the permissions; even if they are set, they may not be applied until you press update, odd)
Whatever errors come up after should tell you everything you need to know to fix it.
The CVS version does not change much daily, so doing a daily CVS update is just a major pain IMO. I update every 3 days.
