Redundancy in some CSS files

I just now noticed that for the prosilver theme in the files colours.css and content.css there is some redundant information for some tags and also a bit of inconsistency too - for example :

IN colors.css :
li.row strong {
color: #000000;
}

li.row:hover {
background-color: #F6F4D0;
}

li.row:hover dd {
border-left-color: #CCCCCC;
}

li.header dt, li.header dd {
color: #FFFFFF;
}
In content.css :
li.row strong {
font-weight: normal;
color: #000000;
}

li.row:hover {
background-color: #f6f6f6;
}

li.row:hover dd {
border-left-color: #CCCCCC;
}

li.header dt, li.header dd {
line-height: 1em;
border-left-width: 0;
margin: 2px 0 4px 0;
color: #FFFFFF;
padding-top: 2px;
padding-bottom: 2px;
font-size: 1em;
font-family: Arial, Helvetica, sans-serif;
text-transform: uppercase;
}
Why is it given so ?? Is it some bug ??

I think all colors are set in colors.css and code in other files should be ignored. Its probably meant to be that way to separate colors css from layout css. So don't really matter what is in common.css, as those colors won't be used anyway.

The problem is that if I remove some properties for any of those classes I ve mentioned above in colours.css - it does not get completely removed since there is a duplicate in content.css

So shouldnt content.css not contain those duplicate properties - which is the correct way the CSS should be - shouldnt it ??
