[RFC|Rejected] Include vendor/ in develop repository

These RFCs were either rejected or have been replaced by an alternative proposal. They will not be included in phpBB.

This makes stats and history pretty unusable. Also we end up with tons of copied third party code in our repo, so big -1. Since most people seem to agree with me on this, I'm moving this to rejected RFCs.
