Only who has permission to activate or deactivate that option can login and change database information, sounds better. No?
We could also live if it works for the ones that have a_ permissions.... Which one is best?

Very good idea... comes in handy when updating the board, or migrating from host, the board is still online and people can read:)

Great idea, too bad the team didnt had it when wrote 3.0.X 
I see this is posted in the 3.2 forum. Would be great to see it in 3.0 .... or in at least 3.1 if you want to keep 3.0 more close to what it is, without too many changes.
Disabling logging in and posting, incase guests are approved to post messages. Also New registrations, would be all to add
