Here I'll be keeping a list of things, mostly from support forums, that can be implemented in a future version of phpbb.
1. STARTTLS - for sending mail. See
http://bugs.php.net/bug.php?id=50025.
2. Display config.php inline in the installer.

Couldn't #2 be included as part of igorw's 3.1.x
Migrations and
UMIL Data Providers RFC's which will re-write chunks of UMIL and replace the current install system.
