bump, since there is a running RFC on a Notifications Box for 3.2, pausing this discussion until it is merged/rejected.

Moderators and the user groups specified in the ACP, should have the ability to post double replies irrespective to the timelimit. But regular users double posts should get merged, if posted in a time limit, say 15 minutes.
