I suggest postponing the upgrade until the phpBB dot com support and download areas have been reestablished.

I suspect it's your 'free' host that is causing the issue, You will need to contact them.

To move your new install to a new directory simply go into the admin panel>server settings and change the script path to the new folder name then rename the folder on the server.

You should also check the cookie settings.
