User Control Panel -> Usergroups -> Select the ones you want to join and use the "Join selected" action

One thing that makes going strict so difficult is the target attribute is depreciated, and the only way to open a page in a new window is to use javascript... which I have never been a fan of. Yes. It is actually quite easy to do the update packages and we want to get all the testing we need.
