I have indeed done so, editing the file and reuploading. Not pretty, but as I've said, not even 1 in a 100 admins would use this easier method.
Maybe it's just a tiny addition to the core, but not worth it in my opinion.

Well, I don't know if I understand it correctly, but I think that the permission only kicks in if the forum is set to Private Only Read Own Topics Forum (or whatever you want to call it), so the default should be No.
