http://htmlpurifier.org/ is I believe the most secure HTML parser yet, I'm not sure but I'm not in favour of HTML - As said its not guaranteed secure, as specification changes, new things may be introduced, or work arrounds with the current with exploits. I'm not too sure on whats happening with phpBB4, however I would like to keep track of whats going on phpBB4, and give my two cents where/when I can.
