I agree with this idea fully, especially for the point you made where older version of UMIL overwrite newer versions in MODs that are validated before the new release of UMIL. I think it should be a standard feature of 3.1.

Multi-quote already exists - to a degree. Once you reply or quote a post, you can click on the quote button in the topic review box below the textarea you are writing your post in. I believe the way this is implemented is really counterintuitive so we should look into selecting posts for quotation ...

This would definitely be a nice change so that I don't have to keep normalizing all the user input. That function takes a long time to type, especially using it multiple times.

Anyway, I agree with eviL3 on the placement, and it should be fine to apply it twice.
