you need to point the PR to 3.1.x branch.

And you need to setup your new branch, that one with the Patch, on base of the current 3.1.x. branch.

Installation process got stuck with 11% (waited about 15mins). Then i restarted the process and it went through to 100%, quite smoothly. :) PHP 5.6.12 clean, fresh Database with MySQL 5.6.26.
