As a user I would love to see more functionality in the core and not vice versa. Extensions required extra effort from the admin , especially since installing and updating is via ftp. I think it is. Say you have currently phpBB 3.1 running. That requires a host running on PHP 5.x. Of you want to upgrade to phpBB 3.3, you need to run that on the same host usually. Two things: A) If you go to php7, this should entails a major version - i.e. phpbb 4.x - otherwise there is no sense to having minor/major versions. Looking good both the ACP and style.
The only thing in the style it seems a bit cluttered - the topic list is not in "focus" - which it should be imho.

I would like to suggest in new style, to remove the constant icon on the view forums list. It is ugly IMHO and not customisable. It should be replaced by user selected icon or none. Forum should be marked with other way to mark it has unread posts - maybe CSS effect - if wanted by users.
