But is speed really an issue with registration? It is not as if members are registering several times a day - they do it once. To me moving to a modal is more cosmetic that anything. What should be included with registration is Ajax checking of data validity when the data is entered - now that can s...

The only thing that I would agree with being removed is the language selector where there is only one language on the board (in fact I thought that used to happen)

Out of interest who is going to do this refactoring and go through every core .php file to find any html that may be in them? Also if this "refactoring" is done will it not break prosilver?

No - standard answer is it will be released when it is ready.

My guess is that if everything that is being suggested for phpBB 4.0 goes ahead (especially the new style) then we are possibly looking at 2022 at the earliest.
