If you can't install the EM Version Changer and if you have direct access with your database, you can go into the phpbb_config table and change the value for EM_version to 0.1.13 or some other number lower than your current version. Then you should have no trouble reinstalling EM...

With the write access set at NO, that makes me think that the EM install doesn't have permission to write anything to your server. EM is still a Beta Application until the authors are convinced to consider it anything else. If you have EM version 0.2.1a, you have the latest version released to the public...
