I think what q3utom means is that if you normally rely on the upgrade script when you have upgraded in the past then you will find it harder to upgrade. If you normally go in and make changes by hand to upgrade your PHPBB install it will be easier for you to upgrade because you will be used to not ...

Yes for someone who understands how php works that will be easy enough. But someone who relies entirely on the install or upgrade script may find it a bit more difficult.
