v2 and v3 db structure differ enough that it is practically impossible to "upgrade manually". I will attribute this to laziness. If it's "practically impossible" to be done manually, that would make it "practically impossible" for an upgrade script to do it as well. The code would just make it easi...

Actually I like it when no action button is available when the user doesn't have the necessary permissions.
So no quote and no reply button for me when the user isn't logged in (except in forums where guest can post or reply).

It could probably be defined in the language files, if its country dependency can be assumed from the language, otherwise it could be added to the user profile so they can choose it like they do with date format, time zone, etc. Quoted for agreement. What for?
1000 is perfectly clear to everybody whist 1,000 == 1 in countries where a comma is the decimal delimitor.

Perhaps the most "logical (whose logic?)" to do if a format where to be imposed is using a space as a delimitor (except for thousands).

So 1000 is perfectly OK, as is 1 000 000.
