Like saying in the <img> tag that highth is a certain number of pixles and width is a certain number of pixles?

Everyone is saying to use the tracker to submit suggestions for phpBB22. Although, the only problem is that one of the developers has to let me access it, I'm locked out of it. I figure this is probably on purpose, but can I get access to the tracker?
