It's rarely useful, but I've seen forums where it's useful. The usefulness depends on the user's ability to use it correctly.

Isn't it there because some browsers don't recognise :hover?
It doesn't work when I disable JS. I guess some browsers are less serious about disabling JS than Opera.

An argument here and there livens up the board. These are the topics you always read even if you're not really interested in them, but then again arguments rarely stay on topic.

It might actually have something to do with testing the upgrade module...

... you just don't call it an attribute (It would be more obvious if it would be like this: [quote title="something"]). It is special (and a special case in the parser) because no other tags have such a feature.
