I think its a very bad idea. It is useless information that visitors don't care about. Post should be minimal, it should not contain huge amount of data that distracts visitors from what is important: post content. Online icon in background is more than enough. The standard quick reply works for registered users only and with permission.
But it is possible to allow guest to use, adding the function code in viewtopic.php and confirmation code to prevent spam.

The title is pretty obvious, it is possible through the ACP to create a new user account. Based on the tool used in STK "Add user". I always like to insert something already in phpBB 3.0.x.
The comments have convinced me that really would bring more problem that solution. But some tools would be useful to this board, as the "add a new".
