You must go to your webhost space (ftp server) and search for that files and then chmod them.
( chmod = with to choice the files and click on the right on properties en then 777 for the permissions)

This error you get is because the file constants_arcade.php dindt find in the directory includes/
The soulusion copy the file constants_arcade.php to the includes directory.

Just like paulus have said,
With the RC1 realese there wil be a upergrade script to convert the phpBB 2.0.XX to phpBB3 software.
In this stadium there no realese for public, and you can not download it yet.
