We will not be providing code changes from 3.0.x to 3.1.0. If you want them, you will need to generate them yourself. Language changes can be found this way:

There's an extension that rewrites images on HTTPS pages. Since this is a testing site for the latest phpBB builds, we need to be able to access the site without any custom extensions running that could be compounding any bugs.

MSSQL builds must be triggered manually at the moment since it has failing tests. It runs its tests on a separate worker, so you can run it at the same time as other builds.
