I must say I've never heard anyone try to invoke index.php from the command line and I'm not sure it is supposed to work...

No, not be default. There may be a mod created for this, but with the main site out, it's a bit hard to search for one. Is there a specific reason you want to do this? There's two things you need to get on your new board - The database from your old board - Any custom files beyond the standard phpBB3 distribution. Why would a robot not be able to combine multiple images into one? If Photoshop can do it, a robot can too. Would they adapt their robots if your site was the only one to do it? Probably not. Would they if phpBB were to adopt it and thousands of sites were using it? Most certainly yes.

Could this mean someone has finally found a way to programatically solve the CAPTCHA? I don't have this member, but I have a custom spam detergent in place (anti-spam question that is easy as pie to solve for someone who is willing to spend 10 seconds on finding the answer :))

No, I am not absolutely sure on the details, I just know that the IDE is Eclipse and that most if not all of the add-ons are freely available too. I for one have a pretty nice PHP development environment based purely on Open Source products. I think the server-side stuff are separate products.
