phpBB is a bulletin board, not a social network, Q&A site, bug tracker, CMS, blog, or a kitchen sink. Why couldn't this feature just be a MOD/plugin?

I know of a (non-phpBB) website that's battling spam, and don't use a question/answer-type CAPTCHA because it's not friendly for users of different languages. phpBB supports multiple languages, and it would be nice if the Q&A CAPTCHA was supported for different languages. I don't currently know ...

HTML and CSS are non-functional and not really software. I guess the reason is the same as why license headers are included in phpBB core files (but not in phpBB style templates).

Some scripts such as LibreJS can run JavaScript based on a license header included in each JS file . phpBB JS files are already GPL'd. A forum permission sounds like the best option to me. It can be applied to the newly registered users group to take care of a limit based on post count and it could be disabled for specific forums.
