Sounds more like he hasn't run composer install, as outlined in the documentation, and not an error with phpBB itself, otherwise none of the tests for the master branch would be passing.

That's in the actual Twig package, a dependency, and not in the phpBB code.

So phpbb will not support the latest php version ? That is strange considering that 3.3. is not released and not even in alpha. Probably not. Also there are quite a few fields that will clunk out if you put an emoji in them. Username is one of them.
